ANCOM is a European-oriented institution, which was established as a result of the European regulations transposition in the Romanian legislation. This principle enables our institution to fully harmonise its activity with the operation of the European Union structures and to collaborate effectively with the community bodies.
ANCOM is a member of the
Body of European Regulators for Electronic Communications (BEREC), which was established in January 2010 by a Regulation of the European Parliament and of the Council, replacing the European Regulators Group (ERG), it has been a member – since 2004 – in the
Independent Regulators Group (IRG), and is member of the
European Regulators Group for Postal Services (ERGP). The Authority takes an active part in all the activities within these bodies, with direct involvement in the elaboration and implementation of consistent regulatory practices in the field of electronic communications throughout the continent/the Union, promoting a high level of investment, innovation and consumer protection, through enhanced competition.
ANCOM is an active presence in EU structures such as the Radio Spectrum Policy Group, the Communications Committee and the Radio Spectrum Committee.
ANCOM has established contacts with foreign national regulatory authorities, both from the UE Member States as well as from other states worldwide. The relationships with these authorities are based on collaboration, on providing information and expertise.
The expertise of the ANCOM specialists is acknowledged at an international level. In the field of European radiocommunications on the inland waterways, ANCOM holds the presidency of the
RAINWAT Committee – Regional Arrangement concerning the Radiotelephone Service on Inland Waterways. Mr. Sorin Aurelian Calinciuc has been president of the RAINWAT Committee for 10 years and currently has been nominated CEPT coordinator for the 1.10 Agenda Item of the World Radiocommunications Conference 2011, responsible for defining the requirements for radio frequencies for naval security, for the prupose of avoiding terrorism or other types of incidents (such as piracy), as well as for ensuring coordination with similar bodies at an international level (CITEL, APG etc.) and with the specialized bodies (International Maritime Organization-IMO).
As of November 2007, ANCOM takes part in the presidency of the IRG working group dedicated to End-Users and Universal Service (EU PT). Mr. Bogdan Dospinescu is co-chairing this PT together with the representative of Portugal.
With respect to international bodies, the Authority takes active part in the plenary meetings and working parties of the International Assembly of the French-speaking Countries and of the Latin-American Forum of Telecommunications Regulators and also brings its due contribution in accordance with the regional and international treaties where Romania is a party, mainly as regards the allocation and management of radio frequencies. ANCOM has hosted, in numerous occasions, meetings of the working groups and project teams of the abovementioned European or international bodies.
