Postal item – an item addressed in the final form in which it is to be carried and delivered to the address indicated by the sender.
Such items include correspondence items, books, catalogues, newspapers, periodicals, postal packages containing merchandise with or without commercial value and paper money orders.
Correspondence item – a communication in written form on any kind of physical medium, to be conveyed and delivered at the address indicated by the sender on the item itself or on its wrapping.
This category includes letters, telegrams, postal cards.
Attention! Books, catalogues, newspapers and periodicals are not correspondence items.
Registered item – a postal item subject to a service which consists of the provider’s issuing to the sender a document certifying the submission date and, usually, the tariff payment.
Cross-border postal item – a postal item sent from Romania to an address abroad or sent from abroad to an address in Romania, as well as a postal item sent from abroad to an address which is not located in Romania but is carried across (transits) its territory.
Intra-community postal item – a cross-border postal item sent from Romania to another Member State of the European Union or sent from another Member State of the European Union to Romania, as well as a postal item sent from a Member State of the European Union to another Member State of the European Union, transiting Romania.
Postal parcel – a postal item weighing maximum 31.5 kg and containing merchandise with or without commercial value.
N.B. Sending goods above 31.5 kg is not covered by the legislation in the postal field as it involves a transport service not a postal service. The provision of transport services does not fall under ANCOM’s regulation, but under the legislation in the transport field.
Direct mail– postal service consisting of a minimum number of 500 domestic and cross-border postal items simultaneously submitted at the same access point, which is to be conveyed and delivered at the address indicated by the sender on the item itself or on its wrapping, and which consists solely of advertising, marketing or publicity material and comprises identical messages, except for the addressee’s name, address and identifying number as well as for other modifications which do not alter the nature of the message.
Attention! The following items are not direct mail items:
- a) bills, invoices, financial statements and other non-identical messages;
- b) postal items combining direct mail with other items within the same wrapping.
Cecogrammes – postal items weighing up to 7 kg, such as open postal items using the cecographic system, plates printed in relief (clichés) with cecography signs and sound records or recordings imprinted on a special paper support, intended only for visually impaired users, if sent to or issued by officially recognized institutions for the blind.
Warning! The following are not postal services:
- clearance, sorting, transport and delivery, free of charge, of the written documents accompanying the goods, transported and delivered along with them;
- clearance, sorting, transport and delivery of food products prepared for immediate consumption, including the drinks accompanying these products;
- transport and delivery of unaddressed items.
